領航項目啟動 簡化嫌犯精神鑑定
紐約市長司法辦公室(Mayors Office of Criminal Justice)和市公立醫院系統(NYC Health and Hospital)日前宣布，日前啟動領航項目，精簡皇后區刑事法庭內精神狀況鑑定程序，以盡可能減少犯人因監禁受到的健康影響，以及縮短犯人被關押在監獄的時間。
該領航項目集中在法庭上被法官要求進行精神鑑定的嫌犯。根據2016年市長司法辦公室的分析報告顯示，被法官要求進行「730鑑定」的嫌犯，被關押時間會比被控相同罪行的嫌犯多出三倍。
該領航項目力求在皇后區刑事法庭內的「730鑑定」控制在14個工作日(針對重罪嫌犯)和七個工作日(針對輕罪嫌犯)內。該項目自6月啟動以來，已在皇后區刑事法庭完成了84起精簡的精神鑑定。
2017年，皇后區法庭內共進行了473起精神鑑定，由於所有鑑定必須有兩名專業精神科醫生和心理醫生進行評估、提交報告至法官，然後法官才能依據結果對案件進行判決，因鑑定過程較久導致很多嫌犯被延長關押時間。
市長白思豪自去年3月提出關閉雷克島(Rikers Island)監獄，建立更小、更安全和更人性化的監獄系統以來，紐約市府實施了一系列舉措來減少不必要的監禁，皇后區領航項目就是市長監獄計畫的重要一部分。
皇后區州眾議員魏普林(David Weprin)表示，獲得更為快速高效的庭審權利是司法系統的基石，他認為精簡精神鑑定程序能夠更有效地提高紐約刑事司法系統的效率。
